upgrade from Moodle 2.21 to 2.7 error ERROR 403 - FORBIDDEN 2.7

      I upgraded Moodle carefully following instructions. When I click on "registration" in the admin menu I get the following error
      ERROR 403 - FORBIDDEN 2.7

      All of the other admin links appear to be working.

      I do not own the server where the installation has been made, There is NO documentation that clearly outlines a solution, some vague information but nothing informative.

      Can ANYBODY please provide guideline that will solve this problem?
