Downloading file submissions with a '–' in the filename

      1. Student submits a file with an em dash '–' in the file name. The file is submitted properly.
      2. Instructor attempts to open the file, but receives filenotfound error and is unable to open the document.
      3. Remove the submitted file from the assignment. Rename the original file, replacing the em dash with a en dash '-' and submit it. The file is submitted properly.
      4. Instructor is able to open the file properly.
