In a course, when the Administration and/or Navigation block(s) are moved and a backup is created, the restore of that backup will have the blocks in their original location. Not in the location they were moved to prior to backup.

Steps to Reproduce:

1. Create a course
2. Move Navigation block and/or Administration block (movement can be left to right side or vice versa, or up or down within same column)
3. Create backup of course
4. Restore course
5. See blocks in original location- not the moved location.
