Testing Instructions:
1. Go to question bank
2. Create true/false question
3. Go to Question bank -> export
4. Select xhtml format
5. Open the exported question and ensure the browser styles a border around it

question/format/xhtml/xhtml.css contains some html in the file, this can cause problems with automated checks on .css files or editor interpretations.

Since its not necessary to have this html it'd be great to remove it to avoid hassle with automated tools.
