Rubric - Interface should use the empty space to display evaluation table

      1. Create an assignment with "rubric" as grade type.
      2. Create a defnition form for the rubric and add more than 6 level to some criterions.
      3. Check that the table is displayed in a compact form with a scrollbar.
      4. Save the form.
      5. Go and evaluate a student.
      6. Check that the table still dosen't expand with all the empty space available.

      When we use the assement type "Rubric" in Assignment, when a teacher add levels to criterons and that blocks are docked, there is an excessif amount of empty space available. It would useful to use that empty space in order to display the whole table. When the teacher goes to grade the students, he gets the same small workspace.

      I test with some criterons with multiples levels (more than 6) and I keep getting a scroll bar at the bottom. The rubric table should adapts itself to the size of the window or according to the empty space available.

      I tested on 2.6.3 and 2.9 DEV and both have this behavior.
