After a quiz has been attempted, it should be impossible to edit most aspects of the quiz (e.g. you cannot add or remove a question). However, it should be possible to alter the max mark for any question, or the max grade for the quiz as a whole.

Sadly, this got broken by ~~MDL-47963~~ just before the 2.8 release.
