Frontpage summary does not appear in the center of the frontpage

    • MOODLE_25_STABLE, MOODLE_26_STABLE, MOODLE_27_STABLE, MOODLE_28_STABLE

      Steps to reproduce:

      • Login as admin
      • Go to /admin/settings.php?section=frontpagesettings
      • Set an arbitrary "Front page summary"
      • Activate "Include a topic section"

      Now, as described on https://docs.moodle.org/27/en/Course/site_summary_block, the frontpage summary should appear in the centre of the front page. This isn't true. It only appears in the site summary block if this block is used.
