When working with a SCORM activity with Multiple SCOs there is an issue when completing a SCO with either a score or complete status that when a user navigates away from the activity and returns then he/she will be entered back into the activity as review mode.

The issue is not constant and if completing another SCO it often upon re-entire of the SCORM activity will not be in review mode anymore.

The best steps I can offer to reproduce the issue are:

1. Use the SCORM package attached and create a SCORM activity
2. Set attempts to 1, attempts grading to highest attempt, grading method Learning object but highest grade seems to have the same results, force complete no, force new attempt no
3. with a test student enter the course, view a SCO, set the SCO to complete, exit, return to the activity and view SCO 2

After doing this you should be in review mode. I had to do 4 or 5 tests clearing the attempt each time before it would trigger.
