Testing Instructions:
1. Log in as a student.
2. Go to the front page.
3. Under 'My profile settings' ensure there is no 'Event monitoring' link.

As a teacher if you visit "Event monitoring rules" from the front page, or My home you get a permissions error. As a student you see this link with the permissions error everywhere also.
