Incredible amount of forum posts and tracker issues would not have even existed if we:

prevented installation of Moodle on IIS without FastCGI
warned about incompatibility with slasharguments
prevented installation when IIS can't work with REQUEST_URI (see https://moodle.org/mod/forum/discuss.php?d=182018 and IIS bugs http://support.microsoft.com/kb/954946 and http://support.microsoft.com/kb/2277918)

With none of HQ devs working anywhere near Windows or IIS we sort of neglected this but it turns away huge number of users.
