New bulk user action - suspend users

      1. Go to the Site administration -> Users -> Accounts -> Bulk user actions
      2. Pick some users from "Available" users and click "Add to selection" or click "Add all" to add all users
      3. Choose "Suspend" option from "With selected users..." and then click "Go"
      4. Confirmation dialog will now show up and you will be asked to confirm suspending action
      5. Moodle will now update mdl_users table in your database and variable suspended will have value 1

      We (HowToMoodle) are often asked by clients about suspending users and it does seem inconsistent that this can only be done one at a time or via the upload when the much more final action of deleting users can be done en masse via bulk user actions as well.

      Suspend should be an option in the "With selected user..." dropdown
