When participating on a forum blockquote is an essential formatting tool. I can imagine its also useful for most academic situations where you are quoting from texts.

Steps to reproduce:

1. See the forum posts Dan has created since switching from markdown to atto on moodle.org
2. Imagine the time wasted whilst Dan has to press:
   1. Expand navigation bar
   2. Enter source view
   3. Clean up browser html to prepare for insertion of blockquote tags
   4. Enter blockquote tags
   5. Close sourceview

Expected result:

• Dan can just use the format menu of atto in all its glory

Actual result:

• Dan has not been able to fix many bugs whilst he's switching between wysiwg modes
