Add option to "dolwnoad ungraded submissions" for off-line graders (2.6.2)

      For teachers who grade offline (2.6.3), it would be a wonderful improvement to have an additional item in the Grading Actions: "download ungraded submissions."

      Currently, have to go into the assignment, click View/Grade All Submissions, and select "download all submission"

      Somehow, if it's possible, it's would be great to only have to download the ungraded submissions.
