Since after the changes in MDL-47171 we don't use the core_component cache any more to generate the list of classes, we should implement some MUC caching for the same.

Although this is not a critical issue for the epic to be integrated imo, since the list is used only when adding new rules etc, still it is a nice to have improvement.
