Allow 'tool' plugins to run scheduled tasks

      1. Create a scheduled task in an admin/tool (or test with the parent issue)
      2. Run cron
        • Confirm that your task was run

      Note: The admin/tool/task/cli/schedule_task.php script ignores the state anyway so cannot be used to test this issue.

      Check the admin manage plugins pages for any errors with tool plugins.

      Install a third party tool plugin and make sure it still works.
