Users using tablets (tested on Androids only) cannot view the PDF that has been uploaded to Moodle inside a Folder. Keeps giving an error of "can't open file" but it is fine when accessing using a PC. The key problem seems to be if the files are inside a Folder.

But the same file is viewable when it is placed outside of the Folder and added as a regular file in the course.
