When uploading users by CSV, welcome emails are not sent. This has been reported by a bunch of folks in the forum : https://moodle.org/mod/forum/discuss.php?d=265569

A fix was suggested by Johannes Prischl in that forum. It fixed the problem on our side.

This appears to be a regression in 2.7 introduced by ~~MDL-25499~~.
