When notifications using moodle-core-notifications are executed, screen readers don't read the message, just the title
aria-describedby can be added to solve this problem

Replication steps:
You will need a screen reader (like NVDA - www.nvda-project.org) to test this issue

1. Start the screen reader
2. Login into Moodle
3. Enable glosary filter
4. Go to a page that has a glossary item
5. click / follow the glossary link
6. You should hear the dialog popup, followed by the dialog title, then hear the dialog message (e.g. glossary description) - currently the dialog message is not read out or accessible using the keyboard
