Moodle 2.6.3 IE11 Quiz Creation Feedback fields blank and required

      When creating a new Quiz Activity in Moodle 2.6.3 using IE11, the Feedback boxes show are empty and required. The user has to complete them in order to save the page. In other browsers, a quiz can be created without touching these fields with no errors.
