While performing a course import, the grade categories are not imported if one or more activies is un-selected.

Replication steps

1. Create new course (course 1)
2. Create 2 activities
3. Create new gradebook category
4. Move activities into gradebook category
5. Create new course (course 2)
6. Click import from course administration
7. Select course 1
8. Un-select one of the two activities
9. Perform import
10. Check gradebook and note course categories are missing
