Teacher should not see 'Submission status' on Assignment page

      1. Log in as a teacher and view an assignment. Check that you do not see the submission status.
      2. Log in as a student and view an assignment. Check that you do see the submission status.

      N.B. Admin will still see the submission status because they have all capabilities.

      When viewing an assignment, every user is shown a table for their 'Submission status', even if they don't have the capability to submit.
