After changing a course format from Single Activity to another format (e.g., topics or weekly) section 1 of the course is hidden.

Steps to reproduce:

1. Create a course in Single Activity format
2. Expand Course administration | Click Edit settings
3. Scroll down to and expand Course format section
4. Change Course format from ‘Single activity format’ to any other format
5. Click Save Changes

Actual result: Section 1 and later sections display as hidden.

Expected result: Sections should be visible.
