I realize that the selection of and setting for themes are maintained under Admin->Appearance->Themes; however, I would like to see all of the plugin types have links to settings for those plugin types under the Admin->Plugins section.

For themes, what I would suggest is a link to the Themes section - perhaps admin/plugins.php#plugin_type_cell_theme. I am going to create a separate issue because I think that if there are settings available for a plugin that the option should be shown on admin/plugins.php. This would allow another way to access the settings for a theme but respects the plugin nature of themes.
