Admin - Currently, Question behavior plugins and Question type plugins have their own sections in the Admin block under Plugins. I would propose adding a Questions element similar to how we handle Activities.

MDLSITE - In Moodle Plugins, the Question behaviors and Question type plugins are listed under Activities - Quiz. This is incorrect because the questions (at least in theory) are to be independent of a particular activity. I think it would be better to have a Questions category and move those plugins out of the Activities category.
