Currently, there is no central logging for messaging in Moodle. This can be an issue for teachers and administrators when users say they have not received an important announcement.

This is also will help for reporting and moderation of messages sent.

It is proposed to extend the messaging system to keep logs, and create a plugin to provide reports at user, course and system level of messages sent.
