Re-order questions button on Order and paging doesn't work

      It was discovered in MDLQA-6922 that Re-order questions button on Order and paging doesn't do anything.

      Steps to reproduce:

      1. Create quiz with few questions
      2. Navigate to the "Order and paging" tab.
      3. Select all questions
      4. Press Re-order questions button.
      5. Nothings change.
