Allow assignment plugins to display an introduction

      Since no core plugin uses the proposed feature, an extra plugin needs to be installed for testing. I have provided a minimal "test plugin" as an attachment to this tracker issue. Please extract this into mod/assign/feedback and visit admin/index.php to install.

      After that:

      • Create a new assignment. Provide name and description.
      • In the settings screen, tick the feedback plugin "Header test plugin".
      • Click "Save and display".
      • Verify: below the assignment description, there's an extra section "Plugin header / This is just for testing of MDL-44629."
      • Click "Assignment administration -> Edit settings".
      • Untick the feedback plugin "Header test plugin".
      • Click "Save and display".
      • Verify: There is now no extra section "Plugin header".

      Also, run unit tests in mod/assign/tests.

      I would like to introduce a possibility for contributed plugins (assignment submission/feedback plugins) to display a general "introduction" / header below the assignment description.
