Moodle Mobile doesn't work for institutions using SSO auth methods (or methods that requires to sign-in in external systems) because it's not capable of authenticating users. See MOBILE-113
We need a new auth hook in order to allow the creation of plugins that can handle this type of auth requests, similar to loginpage_hook (moodlemobile_hook)
