Check that the events edulevels are as listed below

mod/forum/classes/event/user_report_viewed.php -> participating

mod/survey/classes/event/report_downloaded.php -> teaching

mod/survey/classes/event/report_viewed.php -> teaching

report/outline/classes/event/activity_report_viewed.php -> teaching

report/outline/classes/event/report_viewed.php -> teaching

lib/classes/event/recent_activity_viewed.php -> participating

Educational level is inconsistently used in some of the places including reports. Documentation http://docs.moodle.org/dev/Event_2#Level_property doesn't consider all cases like report_participation etc.

It would be nice to review all events and fix edulevel where required.
