Atto: implement editor resizing in IE

      MDL-44218 has added resizing in FF and Chrome. Sadly, IE doesn't work as it should and will require Javascript to make it work as it should. Here is one solution that may be of use. http://yui.github.io/yui2/docs/yui_2.9.0_full/examples/resize/rte_resize.html
