The title says it all, work through the user directory cleaning up phpdocs and coding style as I go.

Really this is in preparation for the lts release, it'd be great to have system X usable for that release and we have a lot of ground work to do in order to get there I think.

My changes here may not be perfect, I am not aiming for perfection, I am just trying to improve the state of things as time allows.
Please take that into consideration if you spot comments missing fullstops etc.
