Replicate:

Create assignment that is set to No Grade (grade type = text) in a course
Go to the grader report (make sure ajax for grader report is enabled)
Turn editing on
You will see the update button is not disabled and you must hit update in order to update grades.

In courses without these types of grade items the update button is disabled and you do not have to use it to update grades.
