Atto: Editor should not kill page when missing a plugin

      1. Change the setting of atto toolbar, add a plugin that does not exist
      2. Open a page containing the editor
      3. Make sure the page opens, atto works, and a notice is displayed
      4. Remove the missing plugin for the setting
      5. Make sure the notice is not displayed

      When removing a plugin, or entering a typo in the toolbar setting, the page containing the editor will brutally die, it's probably better not but to throw a developer notice.
