It is currently not possible for a user to have backup permission but not restore permissions and still access the backup files.

On successful backup of a course the user is redirected to the restore feature to access the course files. If the user does not have restore permissions they are presented with the error message "Sorry, but you do not currently have permissions to do that (Restore courses)".

I suggest an improvement to the feature which would allow backup and restore features to work independently. Users should have the ability to perform course backups and access backups files for download or just confirmation that the backups was successful. This should occur regardless if they have permission to restore a backup.
