      1. Create a new role using the teacher archtype (name the role 'Dictator'
      2. Edit the permissions of the role to remove the capability 'Access all groups' (moodle/site:accessallgroups)
      3. Create a course
      4. Enrol two users, one as a student and one as the role you created (Dictator).
      5. Create a group 'bob'
      6. Choose to 'Add and remove users' from group 'bob'
      7. Look a thte list of potential meember who can be added to the group and the role they are listed under.

      EXPECTED RESULT:
The user assigned the role 'Dictator' should be listed there.

      ACTUAL RESULT:
The user assigned the role 'Dictator' is listed under 'No roles'.

Curiously, if you add the user to the group, the 'group members' list displays the user under 'Dictator', correctly..
