Temp dir cleaned before restore finished with new backup format

      1. Go to restore the attached file.
      2. When you get to the first restore detail page, stop.
      3. Go to the backup folder in your tempdir (typically dataroot/temp/backup)
      4. Go into the most recent folder created
      5. Confirm the files (like moodle_backup.xml) have a file time that is (approximately) the current time.

      When using the new .tar.gz backup format, the extracted files retain their original creation time. This means that when restoring a backup older than a week, cron wipes out all the files.
