A user is trying to hyperlink an image to a file using Internet Explorer 11 and it's not working.

Steps to reproduce:

1. Using Internet Explorer 11, create a new page (or edit an existing one).
2. Select an existing image or upload a new one. Then right-click and select Insert/edit link
3. Upload or select a document to link to.
4. View the source in TinyMCE. The link isn't created.

It works correctly in IE 10 and in other browsers.
