Testing Instructions:

Hide

Enable course completion
Set "Manual completion by others" to say Manager role.
Enrol a student and manager into your course.
Make sure Manager doesn't have "moodle/course:isincompletionreport" capability
Login as the manager
Access course completion report
Toggle course completion status for the student.
You will get this error: "You are currently not being tracked by completion in this course"
