Current menu doesn't support up/down key strokes. If I have to go to next option in menu, I have to hit tab.

It will be nice to support up/down key strokes to select menu options.

Steps to reproduce

1. Go to course page and turn editing on
2. Using keyboard tabs navigate to menu icon and hit enter
3. Press tab to select options, try up/down and it doesn't work
