Block actions menu gets cut off on the anomaly theme.

      1. Log in as an admin
      2. Change to anomaly
      3. Turn on editing
      4. Minimise/Collapse any block
      5. Click the actions menu icon to reveal the menu
      6. Make sure the menu content is not clipped

      There is a visual bug with the anomaly theme.
      If you turn on editing, minimise a block and then click on its editing icon to see the editing options the options get cut off.
