I'm creating it as a bug but maybe it should be considered an improvement. When I use the filemanager using a RTL language the mentioned list of icons are shown as in LTR languages when using the standard theme, but the order is swapped when using clean; in my opinion this is not consistent, feel free to close the issue if there is a known reason for it or you think it should behave like it does.
