Category C1, C2 and C3

Test 1

Log in as admin

Go to Manage course and category page

Select C2 and C3 and Move selected categories to C1

Make sure C2 and C3 is under C1

Select C3 and Move selected categories to Top level category

Make sure C3 is top level category and C2 is under C1.

Noticed while testing ~~MDL-42246~~, it's not possible to move a category to being a top level category.
