Add group support to SCORM activity

      Set the group setting for the course containing the activity to "Visible" or "Separate groups" instead of "No groups"

      This enables group settings in scorm activity settings.
      1. Upload a scorm package
      2. Go to its settings
      3. Under `common module settings` tab a new field named `Group mode` will appear
      4. Make sure that course has groups and there are students and non-editing teachers in each group (note, by default role 'teacher' does not have capability accessallgroups, role 'editingteacher' does)
      5. Test the various reports and check to make sure filtering by groups works as expected. Make sure that teacher without 'accessallgroups' capability can not see users from other groups

      There is no support for groups in SCORM activity settings, this leads to issues when viewing reports with groups when the course group setting is set to "No groups", since the activity has no setting for groups of its own, the course's setting is inherited and used while displaying reports, which shouldn't happen.
