Long help texts overflow in help tooltips

      Any long help text will demonstrate this, but this is an example of one. It's only present when you're on a machine which isn't globally accessible (e.g. office network).

      • Open a course
      • Navigate to the "Add badges" page
      • Click on the help button next to the explanation of not being able to use badges properly because you're on a private machine
        • Confirm that the dialogue is shown correctly
        • Confirm that the help text does not overflow the dialogue
      • Close the help
      • Scroll down to the file picker
      • Open the file picker
        • Confirm that the dialogue is shown correctly
      • Resize the window to make it narrow
      • Refresh the page
      • Rinse, wash, repeat.

      1. Goto a course > add new badge.
      2. Make sure you are doing this from a local site, you should see a warning "Your site is not accessible from the Internet, so any badges issued from this site cannot be verified by external backpack services." with a help icon.
      3. click on the help icon, the popup should render properly.
