Test in moodle 4.5, 5.0 and current main.

Install at least two language packs

Select one language for a student, another for a teacher

Preferences > Preferred language

Create/select a course

Enrol the student with a different language pack

Add one assignment

Settings > Notifications > Notify graders about submissions = Yes

Login as student and submit an assignment by uploading a file.

Verify that email arrives to the teacher in the preferred language of the teacher.

Verify that email arrives to the student in the preferred language of the student.

In 5.0 and main, verify the file submission details are also in the correct language.

Moodle generates an email to teachers to notify them about students submitting/updating his or her assignment. The problem is such notification is generated in the preferred language of a student, not a teacher.

STEPS TO REPRODUCE:
1. install a few language packs
2. select one language for a student, another for a teacher
3. create course, if necessary, and add one assignment
4. students uploads and submits an assignment, thus generating email to teacher
5. email arrives in the language of the student, not the teacher.
