Blocks after being undocked have a duplicate settings section

      1. log in an an administrator.
      2. turn on editing.
      3. dock and undock the same block several times.
      4. undock it if its docked.
      5. check that the block actions havn't been duplicated.
      6. check that the block actions still function correctly.

      Replication steps

      1. Go to a course.
      2. Turn editing on.
      3. Doc a block.
      4. Undock that block.
      • Block now has two lots of settings (move, edit, hide, actions) see screen shot.
