Making Moodle SEO friendly: Title and h1 tag should be different

      Regarding Moodle pages, there a three names to consider:

      1. the actual name of the page which appears on the page itself, i.e. the h1 tag content (name 1)
      2. the page name which appears in the breadcrumb (name 2)
      3. the page name which appears in the title tag (name 3)

      In the present version of Moodle, it is possible to chose name 1, sometimes name 2 ("shortname") . Name 3 is determined automatically by Moodle.

      ==> I think the administrator should have the full possibility of choosing name 3 if necessary.

      This is of paramount importance for SEO reasons (SEO=search engine optimisation) for public pages.

      ==> Furthermore, I think the administrator should also have the possibility of choosing name 2 for all relevant pages (for example for page and URL resources for which is not the case at present), since name 1 may be sometimes too long.
