1. Within a Moodle course with several sections, Turn Editing On
2. Select the drag handle for a section, and quickly start drag
3. The lightbox is not engaged, no placeholder appears to indicate new section placement, and upon drop, the section is not moved.

This usually occurs only on the first attempt after page load. On subsequent attempts, the lightbox works correctly, the placeholder is displayed, and the section is moved upon drop.
