I just installed a fresh Moodle from the very latest 1.6 codebase, and found out that timezones are not added to the database at all. You have to do it manually (after installation).

Meanwhile, during installation you have the option of changing the default timezone setting and the admin user's profile, where the timezone menus are displayed. We should add the timezones to the db before reaching the config variables page.
