When creating a new folder in file manager, the background page is still clickable.

Replication steps:

1. Go to my private files
2. Add a file (if there's none) in filemanager
3. Select create folder
4. Position "create folder' button on top of the file in filemanager and click the create button.

Result: instead of creating new folder, it opens the file edit modal.

I noticed this error while testing MDL-41159.
